Loudoun County was established in 1757 on land given from Fairfax County. The county is named for John Campbell, the Fourth Earl of Loudoun, who was also the Governor of Virginia from 1756 until 1759. By the time of the American Revolution, Loudoun County had become the most populated county in Virginia. While Fairfax County has a larger population, recent census data has concluded that Loudoun County has the highest median income in the United States. This has traditionally been reflected in the County's politics, which until the last election had voted Republican in the prior ten Presidential elections.
Loudoun County has a population exceeding 275,000. While the County's economy has traditionally been rural in nature, in recent years, the heavy suburbanization of the eastern portion of the County has been coupled with the development of a strong service economy. Loudoun County maintains incorporated towns such as Leesburg, Middleburg and Purcellville; in addition to numerous communities which include, Ashburn, Dulles, Landsdowne, and Sterling.
The Loudoun court system is separated into two divisions; General District and Circuit Courts. The General District Court can consider cases up to $15,000. These cases are decided by a judge and can be completed in less than four months from the initial filing date. In larger cases, the Circuit Court is the proper venue. These cases take up to one year to complete and are generally heard before a jury. Due to the high average income of the Loudoun population, the juries have been somewhat conservative in personal injury cases, however, not to the extent of some of their neighboring counties, such as Fairfax. This generalization is not always accurate, however, and is dependent on the type and severity of the accident and the resulting injuries. While juries are typically conservative when it comes to smaller accidents with only physical therapy or chiropractic care they can also be extremely generous in cases where there has been a significant accident and an objective injury.
